If you are with someone in NY who is 16 can you Bring them to NJ where the AOC is 16 and have sex legally?

I have a friend who is 23. he is with a girl who is 16 in Ny where the age of consent is 17 and they are both residents of NY. they have not had sex yet. He asked me if he can bring her to NJ where the age of consent is 16 and have sex legally but i dont know. I would hate for himt o get in trouble so please tell me if you know the answer.

No.

Traveling across a State line with the intent of having sex with a person under 18 is a Federal offense, even if the sex itself would be legal in the State you travel to.
